The meeting was called to order and the minutes of the March 7th regular meeting were approved as presented by Councilwoman DeHaas second by Councilman Lester. Motion carried by a unanimous vote of the Council present.
VISITORS: Sally Kaufman has a problem with Linda Fisher at 104 East South 9th. Ms. Fisher is an organic gardener and uses straw, cardboard, dog feces and chips from trees in her garden. It is odiferous and there are flies galore. Barbara Duncan stated that she has a renter who is getting tired of having to put up with the stench and may move out if something doesn’t change. Ms. Duncan had talked to Attorney Albers some time ago and wanted to know what it would take to declare Ms. Fisher a public nuisance. Lois Koenig stated that her yard is an eye soar and a disaster area. She doesn’t keep the City right of way clean. A tree removal service dumped a load of tree chips at Ms. Fisher home but in the City right of way. Ms. Koenig also stated that she can’t open her house windows because of the smell and there are flies, beetles and mice because of Ms. Fisher’s yard. Patty Cox erected a privacy fence last fall so she wouldn’t have to look at the neighbor’s yard; however if the wind blows her way, she can’t open her house windows either. Mayor Vanderwall informed the ladies that the Council would take it under advisement and it will be on the agenda for next meeting.
COMMITTEE REPORTS: A concern about U turns on Main Street prompted Chief Sedam to supply the Council with information from City and State code. If the Council chooses to not allow U turns on Main Street, Chief Sedam recommends that the Council adopt an ordinance stating that U turns are not allowed on Main Street. Approximately five signs would need to be posted on each side of Main Street and then the Police could enforce the ordinance. On motion by Councilwoman Kissinger, second by Councilman Lester to modify our current ordinance to read no U turns on Main Street. Motion carried, Councilwoman DeHaas and Councilman Zehner voting No.

An Ordinance of the City of Grangeville providing for the amendment of Section 10-1-3 of the Municipal Code of the City of Grangeville defining the zoning boundaries within the City of Grangeville and adopting the appropriate zoning map for display in the Grangeville City Hall with the signatures of the appropriate City officials on that map; providing for the amendment of ordinances or part of ordinances in conflict herewith; and, providing for the ordinance becoming effective upon its passage, approval, and publication.
Councilman Lester made a motion, second by Councilwoman Kissinger that the first reading be approved and the ordinance pass to the second reading. A roll call vote was duly taken with the following results:

An Ordinance of the City of Grangeville providing for the amendment of Section 8-5-4 of the Municipal Code of the Cit of Grangeville modifying the description of those who must connect to the Grangeville Municipal water system; providing for the “equity buy in fee” for those desiring to connect to the Grangeville Municipal water system; retaining the ordinances or parts of ordinances yet unamended; providing for the ordinances becoming effective upon its passage, approval, and publication; providing for an effective date; and, providing for the repeal of ordinances or parts of ordinances in conflict herewith.
Councilman Lorentz made a motion, second by Councilman Lester that the first reading be approved and the ordinance pass to the second reading. A roll call vote was duly taken with the following results:

Councilwoman DeHaas pointed out that the equity buy in fee is for any new hookup whether in the city limits or outside the city limits. Councilwoman Kissinger stated she had originally opposed the equity buy in since she felt the fees were too high. She had received numerous calls where citizens felt the City should plan so the user fees aren’t raised as high.

An Ordinance of the City of Grangeville providing for the amendment of Section 9-2-21 of the Municipal Code of the City of Grangeville adding parking restrictions on the east side of South C Street between West South 1st Street and Main Street; providing for the retention of all other parking restricted streets; providing for the ordinance becoming effective upon its passage, approval, and publication; and, providing for the repeal of ordinances or parts of ordinances in conflict herewith.
Chief Sedam talked to Becky Robinson to make sure she was aware of the Council discussion. Becky was aware and she is in agreement with removing parking from South C Street, but would like to keep the Main Street parking.
Councilman Zehner made a motion, second by Councilman Lester that the first reading be approved and the ordinance pass to the second reading. A roll call vote was duly taken with the following results:

CALL FOR BIDS, 2005 SEWER PROJECT: Public Works Director Gortsema explained that the plan and specifications are ready to be issued and recommended calling for bids. On motion by Councilman Walker, second by Councilman Zehner, to call for bids for the 2005 Sewer Project. Motion carried by a unanimous vote of the Council present.
RFP FOR WASTEWATER FACILITY PLAN: Since the City has concerns regarding capacity at the plant, Mayor Vanderwall asked the Council to approve advertising for a RFP for the Wastewater Facility Plan. In order to apply for grants and loans the City needs to have a facility plan in place. On motion by Councilman Walker, second by Councilwoman Kissinger to advertise for a RFP for the Wastewater Facility Plan. Motion carried by a unanimous vote of the Council present.
SIDEWALK WAIVER REQUEST: Ken Lauer requested a sidewalk wavier at the corner of Cunningham and North C where he is currently building storage units. On motion by Councilwoman Kissinger, second by Councilman Zehner to grant an indefinite sidewalk waiver to Ken Lauer at the corner of Cunningham and North C Street. Motion carried by a unanimous vote of the Council present.
FAIR HOUSING PROCLAMATION: A proclamation declaring April as Fair Housing Month was read. On motion by Councilman Lester second by Councilwoman DeHaas to have the Mayor sign the proclamation. Motion carried by a unanimous vote of the Council present.
AREA OF IMPACT COMMITTEE: Mayor Vanderwall asked the Council to approve a committee made up of Councilmen Walker and Lester and the Mayor, to meet with the County Commissioners on area of impact issues. On motion by Councilwoman Kissinger, second by Councilman Zehner to have Councilmen Walker and Lester and Mayor Vanderwall form a committee to meet with the County Commissioners on the area of impact. Motion carried by a unanimous vote of the Council present.
ITEMS TO NOTE: Clerk Kennedy is evaluating new software with DataNow. DataNow is targeting Idaho and is offering their software for the cost of conversion and training.
ITD open house for the US 95 Grangeville Corridor Plan is March 24, 2005 from 4 – 7 pm at the Grangeville Elementary School.
Councilwoman DeHaas reminded everyone that handbook changes need to be determined by July 1st.
Councilman Lester asked about the possibility of having a workshop to discuss water and sewer services outside the City limits and charging the bond on services that aren’t active. A workshop was scheduled for March 28, 2005 at 7:00 p.m.
